Exempts detached single family dwellings on 5 acres or more outside incorporated cities and outside designated city impact areas from International Fire Code water supply and access requirements, unless a county land use or subdivision ordinance requires compliance.

Allows counties to expand the exemption by reducing the minimum parcel area requirement after conducting a public hearing with notice complying with section 67-6509, Idaho Code.

Requires counties to provide mail notice to all fire agencies serving areas outside incorporated cities and outside designated city impact areas at least 21 days prior to any public hearing on expanding the exemption.

Requires state fire marshal assistants to apply reasonable interpretation when enforcing the International Fire Code and state fire marshal rules.
