Creates the Idaho Livestock Care Standards Board consisting of 13 members, including the Idaho State Department of Agriculture director as chairman, 10 gubernatorial appointees (approved by Senate), and one member each from the Idaho House and Senate agricultural affairs committees.

Requires the 10 appointed members to have been Idaho residents for a minimum of 5 years and include representatives from the cattle and dairymen's associations, livestock organizations, Idaho State Veterinarian, University of Idaho College of Agricultural and Life Sciences, food safety, animal shelters, kennels, and consumer/retailer interests.

Authorizes the board to establish proposed livestock and poultry care standards and submit them to the Idaho Department of Agriculture, which may then promulgate rules reflecting those standards, considering agricultural best management practices, biosecurity, disease prevention, animal health data, and food safety.

Sets member terms at 3 years with terms ending June 30 and successors beginning July 1, with vacancies filled by alternates for the unexpired term.

Specifies board meetings occur at the chairman's call with a majority quorum required, and declares the act effective upon passage and approval as an emergency measure.
