No vehicle shall be operated on any public highway unless its load is securely fastened or covered to prevent the load from becoming loose, detached, or becoming a hazard to other highway users.

Exceptions to load securing requirements apply to the hauling or transport of timber, agricultural or livestock products or byproducts raised or grown and offered for sale.

Any vehicle operating on a paved public highway with a load of dirt, sand, or gravel susceptible to being dropped, spilled, leaked, or otherwise escaping must be covered to prevent spillage, unless the load maintains at least 6 inches of freeboard within the load bed.

Vehicles operated by employees or agents of canal companies, irrigation districts, lateral ditch associations, water districts, or other irrigation water delivery or management entities are exempt from the load covering and securing provisions.
