Drivers passing bicycles, human-powered vehicles, or pedestrians in the same lane with oncoming traffic must simultaneously allow oncoming vehicles at least one-half of the main traveled roadway and maintain at least three feet of separation from the bicycle or pedestrian.

Drivers overtaking bicycles, human-powered vehicles, or pedestrians must pass at a safe distance of not less than three feet to the left and cannot make a right turn until safely past without impeding their progress.

On one-way roadways with two or more marked traffic lanes, drivers must allow at least three feet of separation between the left side of their vehicle (including mirrors) and the right side of bicycles, human-powered vehicles, or pedestrians on the left-hand side.

Pedestrians and bicycle or human-powered vehicle operators traveling slower than normal traffic speed with three or more vehicles behind them must turn off or step off the roadway whenever sufficient safe area exists to allow following vehicles to pass.

Restrictions on passing to the left do not apply when a driver passes a bicycle, human-powered vehicle, or pedestrian in the same direction and lane if the movement can be made safely without interfering with or endangering other traffic.
