Amends Section 49-702 to prohibit pedestrians, bicyclists, and human-powered vehicle operators from suddenly leaving a curb or place of safety and entering the path of a vehicle that is close enough to constitute an immediate hazard.

Adds new Section 49-725 requiring every bicycle operated on an Idaho roadway to be equipped with at least one brake adequate to control movement and stop and hold the bicycle.

Maintains existing right-of-way provisions for drivers to yield to pedestrians crossing highways within crosswalks when traffic-control signals are not in place or operating.

Preserves existing restrictions on overtaking and passing vehicles stopped at marked or unmarked crosswalks to permit pedestrians to cross.
