Adds new section 18-611 to Idaho Code establishing freedom of conscience protections for health care professionals regarding abortion, abortifacients, embryonic stem cell research, embryo cloning, and end-of-life care services.

Prohibits employers from requiring health care professionals to provide services that violate their religious, moral, or ethical principles, and requires employers to reasonably accommodate conscience-based refusals upon written employee notification.

Provides immunity from civil, criminal, and administrative liability for health care professionals and employers when services are declined based on conscience, except in life-threatening emergencies.

Requires health care professionals to provide treatment in life-threatening situations where no other capable provider is available, until an alternative provider can be found.

Prohibits the use of conscience protections to refuse services based on a patient's race, color, religion, sex, age, disability, or national origin.
