Assessment on forest products harvested in Idaho shall not exceed 20¢ per thousand board feet or 12¢ per cunit and may not be levied more than once unless expressly provided by law.

Assessment shall be levied twice in equal amounts, once against the timber owner and once against the timber purchaser, except no assessment shall be levied against forest products harvested from lands owned by the United States or the state of Idaho.

Term "purchaser" includes timber owners who process or utilize forest products in their operations or sell forest products outside Idaho if scaled within the state.

Timber purchaser shall withhold any assessment money owed by the timber owner and transmit all assessment money to the board by the twentieth day of each month for timber harvested during the previous month.

Assessment revenues shall be deposited into the "state scaling account" and used only on board approval for operations and state scaling program expenses.
