Removes reference to "open book examination" and replaces it with requirement that applicants complete a department-approved prelicensing class or program for initial vehicle dealer licenses.

Requires new vehicle dealer applicants to provide certification of completion of a department-approved prelicensing class or program, including an examination on presented materials, prior to license application.

Maintains four (4) hour continuing education requirement for annual renewal of vehicle dealer licenses through department-approved educational institutions, private vocational schools, correspondence schools, or trade associations.

Exempts vehicle salesman, manufacturer, distributor, and wholesale dealer license applicants from education requirements, along with dealers of nationally advertised new vehicles and franchise dealers of recreational vehicles, motorcycles, and vessels.

Requires continuing education programs and prelicensing classes to be developed with input from motor vehicle industry organizations including the Idaho independent automobile dealers association and be approved by the department.
