Expands funding sources for the rural physician incentive fund to include state appropriations, private contributions, gifts, grants, and other sources in addition to existing fee-based revenue.

Establishes an oversight committee composed of representatives from the Idaho hospital association, Idaho medical association, office of rural health, Idaho rural health education center, and medical student program administrators to assist in fund administration.

Provides preference to physicians who have paid fees into the rural physician incentive fund when determining eligibility for educational debt payments, but prohibits excluding applicants who have not contributed to the fund.

Sets maximum educational debt assistance at $50,000 over a 5-year period, with the board authorized to structure payments to be greater in later years.

Requires physicians receiving assistance to sign annual contracts committing them to practice in eligible rural areas, with liability for repayment if they cease practicing in the area during the contract period.
