Requires the State Board of Education to promulgate rules establishing standards for an online teaching endorsement that all teachers providing online or virtual instruction in Idaho public and charter schools must obtain.

Applies the endorsement requirement to both school-employed teachers holding Idaho teaching certificates and third-party employees who provide online instruction or have online contact with students.

Allows for temporary endorsement of teachers who previously taught online courses while certified in another state, regardless of whether that experience was obtained in Idaho.

Defines key terms including "online teacher," "online or virtual instruction," "blended program," and "virtual education programs," with online/virtual coursework required to meet criteria specified in section 33-5205(6)(a-h), Idaho Code.

Makes legislative intent and virtual education program provisions effective July 1, 2010, while delaying the endorsement standards and definitions until July 1, 2015.
