Repeals the existing Naturopathic Physicians Licensing Act and enacts the Idaho Naturopathic Medicine Practice Act to regulate naturopathic medicine practice and licensing in Idaho.

Establishes a Commission of Naturopathic Medicine within the Department of Self-Governing Agencies with one commissioner initially (until July 1, 2014), then three licensed naturopathic physician members thereafter.

Sets licensure requirements including completion of an approved naturopathic medical program and passing the NPLEX examination, with alternative qualification pathways available until December 31, 2012 for existing practitioners.

Creates a Naturopathic Medical Formulary Council composed of two licensed naturopathic physicians and three pharmacists to determine which prescription drugs and medical devices licensed naturopathic physicians may prescribe.

Establishes sunset date of July 1, 2015, requiring the commission to report to the legislature in 2015 on the status of naturopathic medicine practice in Idaho.
