Amends Section 61-622 to require Public Utilities Commission findings before public utilities can raise existing rates or alter classifications, contracts, practices, rules, services or regulations that result in rate increases.

Requires new tariffs or schedules to become effective only upon commission showing and finding that such tariff or schedule is justified.

Extends the suspension period for proposed rate changes from 30 days to 8 months, with commission discretion to extend for an additional 5 months plus up to 60 additional days upon good cause showing.

Allows commission to suspend proposed rates at once without formal pleadings, but requires reasonable notice of intent to conduct a hearing or proceeding on the propriety of the rates.

Repeals Section 61-623 relating to determination of schedule and regular rates by the Public Utilities Commission.
