Creates new Chapter 58, Title 19, Idaho Code establishing an address confidentiality program for law enforcement officers, allowing them to keep residential street addresses and telephone numbers exempt from public disclosure upon submission of an application and fee.

Prohibits public agencies from disclosing law enforcement officers' and their residing household members' residential addresses and phone numbers, with exceptions for court orders, other law enforcement agencies, financial institutions/title companies for business purposes, and with written officer permission.

Defines "law enforcement officer" to include current or former justices, judges, magistrates, prosecutors, federal officers, peace officers, parole officers, probation officers, correctional officers, and county detention officers.

Amends driver's license, vehicle registration, certificate of title, and identification card statutes to require use of alternative mailing addresses instead of residential addresses for applicants who submit address confidentiality applications.

Provides immunity from liability under Idaho tort claims act for governmental entities and employees who release confidential information under this chapter, and establishes an effective date of January 1, 2011.
