Requires public housing providers to evict tenants within 30 days of written notice, makes termination of tenancy non-curable, and prevents tenants from using lack of knowledge or control over others' behavior as a defense.

Grants district courts jurisdiction over eviction proceedings and requires trials to be scheduled within 100 days of complaint filing; permits local governments to adopt consistent ordinances.
