Lowers the age requirement for rape from under 18 to under 16 years old when the perpetrator is 18 or older, while creating a new offense for ages 16-17 when the perpetrator is 3 or more years older.

Applies the same age-based reforms to male rape statutes, lowering the base age from under 18 to under 16 and adding a 3-year age difference requirement for victims aged 16-17.

Specifies that age differences in rape cases shall be measured from date of birth to date of birth to determine if the 3-year threshold is met.

Exempts certain young offenders (age 19-20) convicted under the new 16-17 age rape provisions from sexual offender registration requirements upon court finding they are not a risk to reoffend.

Requires juveniles alleged to have committed male rape (rather than statutory rape) to be charged and proceeded against as adults, and deletes reference to statutory rape from juvenile proceedings statute.
