Appropriates $17,002,400 to the Idaho Industrial Commission for fiscal year 2011, covering compensation ($5,406,200), rehabilitation ($3,573,800), crime victims compensation ($5,906,700), and adjudication ($2,115,700) programs.

Authorizes the Industrial Commission no more than 138 full-time equivalent positions during July 1, 2010 through June 30, 2011, unless specifically authorized by the Governor.

Requires the Industrial Commission to explore sharing office space with the Division of Vocational Rehabilitation and the Commission for the Blind and Visually Impaired during fiscal year 2011.

Mandates the Industrial Commission report findings to the Joint Finance-Appropriations Committee during the 2011 budget hearing, addressing feasibility, cost savings, added community visibility, and value of co-locating services.
