Appropriates $2,847,000 to the Office of Energy Resources for fiscal year 2011 (July 1, 2010 through June 30, 2011) from five funds: Indirect Cost Recovery Fund ($479,100), Renewable Energy Resources Fund ($361,200), Miscellaneous Revenue Fund ($665,900), Petroleum Price Violation Fund ($150,500), and Federal Grant Fund ($1,190,300).

Limits the Office of Energy Resources to no more than 18 full-time equivalent positions during the fiscal year 2011 period, with any additional positions requiring Governor authorization and Joint Finance-Appropriations Committee notification.

Reappropriates unexpended and unencumbered balances from American Reinvestment Fund moneys and stimulus-related Indirect Cost Recovery Fund money from fiscal year 2010 for nonrecurring expenditures during fiscal year 2011.
