Appropriates $2,099,100 to the Commission for Pardons and Parole for FY 2011, consisting of $1,684,000 in personnel costs and $415,100 in operating expenditures ($1,684,000 from General Fund and $20,700 from Miscellaneous Revenue Fund).

Limits Commission to no more than 32 full-time equivalent positions during FY 2011 unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Exempts the Commission from Section 67-3511, Idaho Code appropriation transfer limitations for both FY 2010 and FY 2011, though legislative appropriations cannot be transferred between funds without express legislative approval.

Declares an emergency for Sections 1 and 4, making those provisions effective upon passage and approval.
