Amends Idaho Code Section 59-904 to revise procedures for filling vacancies in state offices, supreme and district courts through gubernatorial appointment subject to Senate advice and consent.

Establishes that appointments to lieutenant governor, state controller, state treasurer, superintendent of public instruction, attorney general, and secretary of state require Senate confirmation for the balance of the predecessor's term.

Requires Senate confirmation for appointments to numerous department directors and board members including departments of administration, finance, insurance, water resources, commerce, labor, and environmental quality, as well as members of the state tax commission, board of regents, and various other boards and commissions.

Clarifies that appointments made while the Senate is in session become effective only upon Senate approval recorded in the journal, while interim appointments made during Senate recess become void if the Senate adjourns without granting consent.

Declares an emergency and makes the act effective upon passage and approval.
