Reduces appropriations to the Division of Vocational Rehabilitation by $904,400 for fiscal year 2010 (July 1, 2009 through June 30, 2010), affecting Community Supported Employment, Renal Disease Services, and Vocational Rehabilitation programs.

Appropriates $23,172,500 to the Division of Vocational Rehabilitation for fiscal year 2011 (July 1, 2010 through June 30, 2011) across four programs: Community Supported Employment ($3,490,100), Renal Disease Services ($527,700), Vocational Rehabilitation ($19,016,900), and Council for the Deaf and Hard of Hearing ($137,800).

Limits the Division of Vocational Rehabilitation to no more than 151 full-time equivalent positions during fiscal year 2011, unless specifically authorized by the Governor, with prompt notification required to the Joint Finance-Appropriations Committee for any increased positions.

Directs the Idaho Industrial Commission to explore sharing office space with the Division of Vocational Rehabilitation during fiscal year 2011 and report findings to the Joint Finance-Appropriations Committee at their 2011 budget hearing.

Declares an emergency making Section 1 (the fiscal year 2010 appropriation reduction) effective upon passage and approval.
