Reduces the appropriation to the Idaho Commission on Hispanic Affairs by $9,800 for fiscal year 2010 (July 1, 2009 through June 30, 2010), consisting of $4,300 in personnel costs and $5,500 in operating expenditures from the General Fund.

Appropriates $291,400 to the Idaho Commission on Hispanic Affairs for fiscal year 2011 (July 1, 2010 through June 30, 2011) from three funding sources: General Fund ($94,800), Miscellaneous Revenue Fund ($87,400), and Federal Grant Fund ($109,200).

Limits the Idaho Commission on Hispanic Affairs to no more than three full-time equivalent positions during the period July 1, 2010 through June 30, 2011, unless specifically authorized by the Governor.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any increased positions authorized by the Governor.

Declares an emergency for Section 1 (the fiscal year 2010 appropriation reduction), making it effective upon passage and approval.
