Reduces American Lung Association appropriation by $11,000 from the Idaho Millennium Income Fund for fiscal year 2010 (July 1, 2009 - June 30, 2010).

Appropriates $11,000 to the Commission on Hispanic Affairs from the Idaho Millennium Income Fund for fiscal year 2010.

Appropriates $2,325,000 from the Idaho Millennium Income Fund for fiscal year 2011 (July 1, 2010 - June 30, 2011) distributed to: Public Health Districts ($500,000 for tobacco cessation), Department of Health and Welfare ($600,000 for counter-marketing and $700,000 for nicotine replacement therapy), Idaho Supreme Court ($420,000 for youth and diversion courts), Idaho State Police ($94,000 for youth tobacco investigations), and Commission on Hispanic Affairs ($11,000 for youth tobacco prevention).

Appropriates $1,041,900 from the Idaho Millennium Income Fund to State Treasurer for trustee and benefit payments including: American Lung Association ($181,900), Idaho Meth Project ($500,000), Idaho Drug Free Youth ($150,000), American Cancer Society ($150,000), and Idaho Academy of Family Physicians ($60,000) for fiscal year 2011.

Transfers $220,800 from Idaho Millennium Income Fund to Idaho Millennium Fund; reverts any unexpended Section 3 funds on June 30, 2011 back to Idaho Millennium Income Fund; declares Sections 1 and 2 effective upon passage and approval as an emergency measure.
