Approves all temporary rules adopted by state agencies under the Administrative Procedure Act and submitted to the Legislature through the Office of Rules Coordinator for review during the 2010 legislative session.

Approves all temporary rules previously approved and extended by concurrent resolution in prior regular sessions of the Idaho Legislature.

Approved temporary rules remain in effect until they expire by their own terms or are replaced by final rules, but cannot extend beyond the conclusion of the First Regular Session of the Sixty-first Idaho Legislature without further concurrent resolution approval.

Temporary rules or sections not submitted to the Legislature for review during the 2010 legislative session expire upon adjournment of the Second Regular Session of the Sixtieth Idaho Legislature unless approved by separate concurrent resolution.

Addresses the legislative finding that extending temporary rules avoids additional expense to state agencies from readopting and republishing rules needed to conduct state business.
