Honors Rose Claire Hart Wetherell for her service to the Idaho Legislature and humanitarian work, recognizing her as a South Dakota native who earned an associate's degree from UC Berkeley and served as a U.S. Navy nurse during World War II.

Recognizes her 12 years of service in the Idaho State Senate (1983-1984 District 22; 1987-1992 District 12; 1993-1996 District 20) including work on the Joint Finance-Appropriations Committee.

Acknowledges her 16 years on the Idaho Veterans Affairs Commission, including four years as chairperson, and her instrumental role in the 1955 construction of Elmore County Hospital.

Commends her civic leadership including serving as the first woman president of the Mountain Home Chamber of Commerce, the first woman on Mountain Home City Council, and state Democratic Party vice chair from 1962 to 1972.

Recognizes her religious devotion as a lifelong Catholic, her advocacy for Mountain Home parks (honored with a park named after her in 2006), and her family's legacy of public service including two sons in law and judiciary.
