Nullifies board rules from House Bill 331 (56th Legislature, 2002) that had implemented stricter prescription blank requirements beyond federal standards.

Allows prescription blanks issued or approved by the board prior to this act's effective date to remain valid for continued use by practitioners.

Declares an emergency, making the act effective upon passage and approval.
