Repeals Section 54-1739 and replaces it with new language requiring pharmacists to complete a prospective drug review before dispensing any prescription.

Mandates pharmacists counsel patients or caregivers before dispensing new medications, with face-to-face contact when possible or reasonable effort to contact when not possible.

Permits pharmacists or technicians to offer counseling for refills or renewed prescriptions, with actual counseling provided by a pharmacist if the offer is accepted.

Exempts inpatients of hospitals or institutional facilities from counseling requirements when licensed health care professionals administer the medication.

Applies requirements to all registered and licensed pharmacies, including mail service pharmacies, and requires prescribers to perform prospective drug review and counseling when dispensing medications.
