HB 14 Summary

• Consolidates multiple special district elections (soil conservation, weather modification, fire protection, library, water and sewer, hospital, highway, and auditorium districts) into two statewide election dates: the third Tuesday in May and the Tuesday following the first Monday in November.

• Moves primary elections from the fourth Tuesday to the third Tuesday in May in even-numbered years and presidential primary elections to the third Tuesday in May in presidential election years.

• Establishes uniform candidacy filing deadlines and withdrawal procedures across all political subdivisions, with candidates unable to withdraw later than 45 days before an election.

• Clarifies that write-in candidates must file declarations of intent at least 25 days before elections, and allows elections to be cancelled if only one qualified candidate files for an office.

• Appropriates $1,500,000 from the Budget Stabilization Fund to the Secretary of State for election consolidation training, materials, and equipment reimbursement to counties, with the fund terminating January 1, 2016.
