Eliminates the requirement under Section 67-5745C that the Information Technology Resource Management Council maintain a continuous and comprehensive inventory of information technology and telecommunications systems within state agencies.

Clarifies language in Section 67-5747 by replacing references to "communications" with "information technology and communications" when describing equipment and facilities controlled or coordinated by the Department of Administration.

Maintains all other powers and duties of the Information Technology Resource Management Council, including reviewing and evaluating IT systems, establishing statewide policies and standards, and approving large-scale technology projects.

Preserves the Department of Administration's authority to control and coordinate acquisition and installation of information technology and communications equipment for state government, with specific exceptions for public safety and microwave equipment under the military division.
