House Bill No. 19 - Idaho Compassionate Use Medical Marijuana Act

• Establishes a medical marijuana program allowing registered qualifying patients with debilitating medical conditions to possess up to 2 ounces of usable marijuana and protects them from arrest, prosecution, and employment discrimination based on medical marijuana use.

• Creates a registry system administered by the Idaho Department of Health and Welfare that issues 2-year registry identification cards to qualifying patients and primary caregivers after verifying physician certification and conducting criminal background checks.

• Defines qualifying debilitating medical conditions including seizure disorders, epilepsy, glaucoma, severe pain, nausea, multiple sclerosis, terminal cancer, and other conditions approved by the department.

• Authorizes the department to approve "alternative treatment centers" (at least 2 nonprofit centers in each state region) to cultivate, process, and dispense marijuana to registered patients, with criminal history background check requirements for all owners, directors, and employees.

• Prohibits operation of vehicles or smoking marijuana in public spaces, schools, and correctional facilities; requires the director to establish an advisory committee and submit annual reports to the governor and legislature on program implementation.
