Department shall send notice of lapsed permits to permit holders by regular mail at their address of record

Permits may be reinstated within 60 days of lapsing notice upon showing of reasonable cause, with priority date advanced by the number of days the showing is subsequent to the original proof date

Permits with proof of beneficial use submitted more than 60 days after lapsing notice require submission of a certified water right examiner's report, a statement of reasonable cause, and a $250 reinstatement fee

Director may reinstate permits submitted after 60 days upon finding beneficial use occurred during the authorized period and reasonable cause is shown, with priority date advanced to the day proof was received

Original priority dates of lapsed permits cannot be reinstated except upon showing of department error or mistake
