Deletes subsection (j) from Idaho Code Section 22-1103, which previously required the director to deny organic certification unless applicants met education requirements to demonstrate knowledge of organic certification requirements.

Removes the restriction that prevented certificate issuance based on applicant education levels while maintaining other certification standards and rules.

Renumbers subsequent subsections, with former subsection (k) regarding livestock health care standards becoming subsection (j), and former subsection (l) regarding denial of health care becoming subsection (k).

Preserves all other director authority to promulgate rules concerning organic standards, inspections, chemical residue analysis, labeling, and livestock health care and medical treatment standards.
