Authorizes open burning of crop residue in fields to develop physiological conditions for increased crop yields or to control diseases, insects, pests, and weeds, subject to departmental approval and air quality standards.

Requires $2.00 per acre fee paid to the department prior to burning, with fees deposited quarterly into the state general fund.

Exempts propane flaming from the $2.00 per acre fee requirement.

Prohibits burn approval if ambient air quality levels are exceeding or expected to exceed 75% of national ambient air quality standards, or if particulate matter levels reach 80% of the one-hour action criteria.

Requires department to conduct air quality review analysis before approving burning of more than 20,000 acres annually of bluegrass statewide (excluding Indian or tribal reservation lands).
