Amends Section 46-112, Idaho Code, to revise the duties of the Adjutant General within the Military Division of the Governor's Office.

Grants the Adjutant General authority to provide or secure plans and specifications, let contracts, and oversee construction, expansion, rehabilitation, conversion, maintenance and repair of military and nonmilitary facilities.

Authorizes the Adjutant General to collect fees for military and nonmilitary facilities and operations within the Military Division.

Maintains existing duties including serving as chief of staff to the commander-in-chief, custodian of military records and property, supervisor of National Guard training, and administrator of personnel hiring within budget constraints.
