• Establishes Idaho Aviation Foundation special license plates for vehicle owners registered under section 49-402, Idaho Code, with initial fee of $35.00 and annual renewal fee of $25.00.

• Restricts aviation foundation plates to vehicles with maximum gross weight not exceeding 26,000 pounds, subject to department rules and procedures.

• Allocates $22.00 of each initial fee and $12.00 of each renewal fee to the Idaho Aviation Foundation for grants relating to maintenance, upgrade and development of airstrips and backcountry and recreational airports in Idaho.

• Deposits remaining fee amounts ($13.00 initial, $13.00 renewal) into the state highway account to fund program administration costs.

• Allows plate transfers to another vehicle upon payment of transfer fees and permits sample plate purchases for $30.00, with proceeds split between state highway account and the foundation.
