Authorizes the State Board of Land Commissioners to issue geothermal resource leases for terms of up to 49 years on state or school lands containing geothermal resources

Allows leases to continue beyond the initial term as long as geothermal resources are produced in paying quantities or the lessee actively conducts drilling or construction operations

Permits lease terms shorter than 49 years if the Board finds such terms to be in the public interest

Grants lessees the right to use and occupy necessary portions of the land's surface for prospecting, exploration, drilling, well construction, and production of geothermal resources

Increases the maximum lease term from the previous 10-year minimum requirement to up to 49 years
