Creates Chapter 46 of Title 63, Idaho Code, establishing the Idaho Business Protection Act to address simplified sales and use tax administration

Authorizes the Idaho State Tax Commission to represent the state in multistate discussions to review or amend the Streamlined Sales and Use Tax Agreement

Allows the governor to appoint up to four unpaid advisors to consult with the commission during multistate agreement discussions

Specifies that adoption of the agreement does not invalidate existing Idaho law and any implementation must occur through legislative action or commission administrative rules authorized by the legislature

Requires the commission to prepare draft legislation conforming state law to agreement requirements and submit it to an advisory group for recommendation to the governor and relevant legislative committees
