Requires all electrical inspectors hired on or after July 1, 2013 to be licensed by the division of building safety as a master electrician.

Mandates electrical inspectors have a minimum of 4 years of actual experience as a journeyman electrician and possess certificates of competency prior to appointment.

Changes inspector testing requirement from within 6 months of appointment to before the end of probationary period, and allows the Idaho electrical board to select from multiple approved testing agencies.

Prohibits electrical inspectors employed by the division of building safety or any local jurisdiction from engaging in electrical businesses, trades, or sales, or acting as agents for such entities.

Removes authority for the Idaho electrical board to promulgate rules regarding applicability of testing provisions to existing inspectors with permanent status.
