Amends Idaho Code Section 54-2601 to require all plumbing and plumbing systems be designed, constructed, installed, improved, extended and altered in substantial accord with the Idaho State Plumbing Code published by the International Association of Plumbing and Mechanical Officials

References the Uniform Idaho State Plumbing Code as the mandatory standard, including all amendments and revisions adopted by the Idaho plumbing board

Exempts cities with ordinances or codes prescribing equal minimum standards and requirements from state plumbing requirements

Amends Idaho Code Section 54-2620 to provide a correct reference to the uniform Idaho state plumbing code in the permits section

Maintains existing permit requirements and exceptions for incorporated cities and areas within 5 miles of city limits where cities exercise jurisdiction over building drains and sewers
