Maximum of 21 school districts and 3 charter schools may participate in the Mastery Advancement Pilot Program through an application process established by the state department of education.

Program participants divided into three geographical regions based on Idaho high school activities association regions, with districts selected to reflect varying school sizes statewide.

Selection criteria require three districts with over 7,000 students, six districts with 4,000-6,999 students, six districts with 1,000-3,999 students, and six districts with under 1,000 students, with two selections from each region.

Selected school districts and charter schools must commit to participate for the full six-year program, though the department may grant requests to opt out at its discretion.

Participating school districts may choose to implement the program in only selected schools within their district rather than districtwide.
