House Bill No. 83 - Summary

• Barber-stylist programs must provide not less than 1,800 hours of instruction including Idaho barber law, board rules, scientific fundamentals, hygiene, bacteriology, and practical barbering skills such as hair cutting, shaving, coloring, and styling.

• Barber programs must provide not less than 900 hours of instruction including Idaho barber law, board rules, scientific fundamentals, hygiene, bacteriology, and practical skills such as hair cutting and shaving.

• All instructors in approved barber colleges must be licensed in Idaho as a barber instructor or cosmetology instructor and must devote full time to instruction during class hours without engaging in private or public practice.

• Schools must maintain a staff ratio of one instructor per 20 students or fractional part thereof, with one full-time barber instructor employed in each school or college.

• Every licensed barber college must provide a $20,000 bond to the state of Idaho with annual renewal, protecting enrolled students with a right of action against the bond for damages resulting from school or college failure to meet course requirements or fulfill promises to students.
