Amends Idaho Code Section 36-2108 to revise license fees for outfitters, designated agents, and guides effective July 1, 2011, and subsequent years through 2015 and beyond.

Establishes tiered fee schedules for outfitters distinguishing between online and offline licensing, ranging from $300-425 (online) and $350-500 (offline) for 2011-2015 license years.

Sets license fees for designated agents at $125-160 (online) and $147-210 (offline), and guide fees at $95-120 (online) and $102-165 (offline) across the same period.

Increases amendment fees for outfitter licenses from $75-200 to a flat $300 for major amendments beginning July 1, 2011, and raises the one-time application fee cap for outfitters from $400 to $450.

Increases the penalty fee for incomplete outfitter renewal applications from $50 to $150 for renewals submitted after the license year ends.
