Amends Section 67-5732A, Idaho Code to authorize state government agencies, institutions, and elected officials to dispose of surplus personal property by sale, transfer, recycling, or discard.

Allows the Board of Examiners to adopt internal management policies for efficient disposal of surplus state personal property and conveyance to other state, federal, and local agencies.

Permits offering of state surplus personal property for sale to the public at large while ensuring maximum value received by the state of Idaho.

Requires notice of public sales to be published in a newspaper of general circulation for at least two weeks prior to offering property to the highest responsible bidder, in accordance with Section 60-106, Idaho Code.
