No vehicle shall operate on any public highway unless its load is securely fastened or covered to prevent the load from becoming loose, detached, or becoming a hazard to other highway users.

Vehicles operating on paved public highways carrying dirt, sand, or gravel must be covered to prevent spillage, unless the load maintains at least six inches of freeboard in the load bed.

Exceptions to load fastening and covering requirements apply to the hauling or transport of timber, agricultural or livestock products or byproducts raised or grown and offered for sale.

Vehicles operated by employees or agents of canal companies, irrigation districts, lateral ditch associations, water districts, or other irrigation water delivery or management entities are exempt from these provisions.

Section amends Idaho Code 49-613 relating to putting glass or other injurious materials on highways, with expanded provisions addressing load securement and covering requirements.
