Defines "deep injection well" as an injection well more than 18 feet in vertical depth below land surface, and "shallow injection well" as 18 feet or less in vertical depth.

Requires permits from the Department of Water Resources for construction, modification, or continued use of new or existing deep injection wells after January 1, 1974.

Eliminates exemption for new shallow injection wells used for storm water from building roof drains, requiring notice of construction filing and a $75 fee for all new shallow injection wells drilled after July 1, 1997.

Requires licensed drillers to obtain certified copies of approved permits prior to constructing or modifying deep injection wells, with violations subject to license revocation.

Establishes minimum construction and abandonment standards for both deep and shallow injection wells to protect groundwater from waste and contamination.
