Amends Section 72-1367A of Idaho Code to add a third temporary unemployment rate indicator for extended benefits qualifying for federal funds, effective for weeks beginning January 1, 2011 through December 31, 2011 or the expiration date in section 502 of the Tax Relief, Unemployment Insurance Reauthorization and Job Creation Act of 2010 (P.L. 111-312), whichever is later.

New indicator triggers state "on" status when the average seasonally adjusted total unemployment rate in Idaho equals or exceeds 110% of the corresponding three-month average for any and all of the three preceding calendar years.

Makes technical corrections to existing extended benefits law language and formatting.

Declares an emergency and provides retroactive application to January 1, 2011.
