Declares as Idaho public policy that no person shall be compelled to participate in health insurance and that employers are free to decide whether to offer health insurance without federal penalty.

Asserts that the Patient Protection and Affordable Care Act (PPACA) is unconstitutional and beyond delegated federal powers, and shall not be enforced by Idaho or any of its departments, agencies, political subdivisions, courts, officers or employees.

Prohibits Idaho state entities from establishing programs, promulgating rules, or entering into agreements to implement the PPACA, and bars them from providing assistance or resources to federal officials attempting to enforce it.

Prevents collection of judgments or execution of orders against Idaho property or residents for failure to comply with PPACA provisions.

Provides that aggrieved persons have a right to injunctive relief with attorney fees and costs awarded to the prevailing party; declares an emergency effective upon passage and approval.
