Establishes three alternative qualifications for county sheriff candidates: currently holding a basic peace officer or level I detention officer certificate from Idaho POST; possessing an intermediate or level II certificate within the last ten years; or being a retired peace officer/detention officer with minimum 20 years of service receiving full retirement benefits.

Requires first-time elected sheriffs to complete a tutorial on current Idaho law and rules as prescribed by the Idaho peace officers standards and training academy, unless already certified as a chief of police, peace officer, or detention deputy in Idaho.

Requires first-time elected sheriffs to attend the newly elected sheriffs' school sponsored by the Idaho sheriffs' association.

Exempts all persons elected to the office of sheriff before the effective date of this act from the new qualification requirements in subsections (a) through (c).

Maintains existing requirements that sheriff candidates be at least 21 years old, U.S. citizens, and have resided in the county for one year preceding election.
