• Establishes provisional licenses for up to 6 months when applicants have conditions unlikely to endure beyond that period, and requires renewal applications with updated criminal background checks prior to license expiration.

• Updates terminology throughout to distinguish between "daycare facilities," "daycare centers," "group daycare homes," and "family child care homes" based on the number of children served.
