Amends Section 42-3806, Idaho Code, to clarify that existing and vested water rights are not impaired or divested by state permitting requirements.

Water users and their agents are exempt from obtaining state or local permits to clean, maintain, construct in, or repair stream channels, diversion structures, canals, ditches, drains, or laterals.

Water users and their agents are exempt from obtaining permits to remove obstructions from stream channels if the obstruction interferes with or is likely to interfere with water delivery or use under existing or vested water rights or water right permits.
