House Bill 139 Summary

• Amends Idaho Code Section 37-2705 to add numerous opiates, opium derivatives, hallucinogenic substances, depressants, and stimulants to Schedule I controlled substances list.

• Adds 55 opiates and opioid analogs including fentanyl variants (acetyl-alpha-methylfentanyl, alpha-methylfentanyl, beta-hydroxyfentanyl, thiofentanyl) and related compounds.

• Adds 23 opium derivatives including heroin, desomorphine, dihydromorphine, and various morphine compounds.

• Adds multiple hallucinogenic substances including synthetic cannabinoids with complex chemical structures derived from indole, pyrrole, and other base compounds; also includes synthetic cannabinoids like HU-210 and WIN-55,212-2.

• Declares an emergency, making the law effective immediately upon passage and approval.
